Phil has had a long and varied career in property, having initially worked as a design technician for five years before completing a degree at UWE and gaining CIOB and RICS qualifications in 1993 and 1995 respectively. Upon graduating in 1991 he worked as a building surveyor for a local firm for five years, undertaking both residential and commercial inspections, as well as design and contract administration work.

In 1995 Phil joined the States’ Property Services Department as the first permanent employee, and remained with the Government for 29+ years – the longest serving officer in the property department. He saw the transition of the department to Jersey Property Holdings in 2006, and was involved in the transfer of significant Public property to newly created companies Jersey Post, Telecom, SoJDC, Ports of Jersey and Andium Homes. Phil was also the lead Officer in the Government’s decision to transfer its long leasehold residential stock to flying freehold ownership.

Phil’s long career with the Public property portfolio has been very broad, and he has gained extensive knowledge and experience of managing a major portfolio – including land, infrastructure, commercial property, residential stock and historical buildings, as well as conveyancing principles, property related law, site assembly and high value property purchases and sales.

Phil is married to Jo and they have two children who are now enjoying their own careers. Phil is a keen runner and former Island Games athlete. He remains competitive in his age group category in races from 5k to marathon distances.
